I think because in it the cloth draping over her face could resemble too much the muslim attire? therefor may render offensive to some?

Yeah, it was a reference to the new law there banning muslim clothes that cover the face. Not to bring politics into FGR, but I do wonder if that first photograph was pointed at the issue.
